The House of the Cardinal was established by Sovereign Command of the Crown of Actarion.
By the Will of the Crown, the House is constituted as a permanent House of service, counsel and continuity within the Kingdom of Actarion.
Its establishment affirms the trust placed in the Cardinal and establishes a lineage of duty whose purpose shall endure beyond the tenure of any single holder of the dignity.
The House shall preserve its name, honour, obligations, records and traditions in fidelity to the Crown and to the Kingdom of Actarion.
The House of the Cardinal is an institutional House of the Kingdom of Actarion, established by Sovereign Command of the Crown. It exists not as a competing dynastic line, but as a House of service, counsel, stewardship and continuity under the Crown.

The Cardinal stands as Head of the House and serves the Crown through counsel, guardianship of institutional memory and faithful execution of duties entrusted by Sovereign authority.
The dignity of the House is intended to endure beyond the tenure of any one holder. Succession, confirmation and transmission of its dignity, privileges and duties shall occur solely by the Will of the King. No succession within the House shall possess force or recognition without Sovereign confirmation.
The House derives its standing solely from the Will of the King. Its dignity, authority, privileges and continuity exist by the Sovereign Will of the Crown and remain subject to it. The House serves the Crown in loyalty, counsel and entrusted duty, and shall preserve that service across generations.

The founding command, oath, letters, registers, seals, insignia and records of succession form the documentary memory of the House. Access and publication are governed by authority of the Crown.
